ON USING DONOR MONEY TO PAY PERSONAL BILLS...

"I called the billing office at Verizon, and confirmed that the bills paid by the Stan Telchin Ministries checkbook were for Stan's personal phone.  In a memo to the board, he said his personal charges did not run more than $50 a month, and yet the 1999 bill was $2,968.31."  September 21, 2002


ON SPENDING DONOR MONEY WITHOUT APPROVAL FROM THE BOARD...

"The corporation medical reimbursement plan provides up to $5,000 per year for Stan and his wife.  He spent thousands of dollars click here to see these transactions over the maximum coverage - and did it without approval from the board."  November 29, 2002


ON OUTRIGHT LYING...

"He wrote himself a check for $1,448.58 click here to see these transactions but he reimbursed it when it was discovered over a year later.  This was a case of outright lying; he told me the check was to reimburse himself for paying the credit card bill. Incidentally, it was his own credit card bill.  The problem was he had already paid the bill from the San Telchin Ministries account. He reimbursed only when he was caught." November 29, 2002


ON LYING TO THE BOARD...

"The tuition was reimbursed, once again over a year late after he was caught (for his grandson's private elementary education) but he lied to the board, saying he wrote the check 'by mistake' when it was not a mistake, and he tried to hide it in his report by calling it 'benevolence.'" click here to see these transactions November 29, 2002


ON A PATTERN OF BEHAVIOR...

"I'd emphasize the questionable expenses demonstrated a pattern of behavior: he didn't get any approval for things he should have gotten approval on; he exceeded maximums for legitimate expenses; he often disguised the purpose when reporting to the board, and sometimes he outright lied to the board." ON DOUBLE DIPPING FROM STAN TELCHIN MINISTRIES...

"Regarding the phone and cable charges click here to see these transactions, I'd point out that no way could these be considered legitimate (at least in the year 2000) as he also collected a housing allowance click here to see these transactions, which specifically says is to include utilities in the amount paid.  He simply 'double dipped' from Stan Telchin Ministries. There is no authorization for cell phone use until January 2001 - after he'd already spent a couple thousand dollars for cell phone bills which he paid from the Stan Telchin Ministries account." ON PROVIDING UNSUBSTANTIATED MINISTRY FINANCIAL RECORDS...

"He gave me most of the records, such as canceled checks, bank statements, printouts, etc.  What he didn't provide was any backup or justification for any of the expenses. So there was no way of telling if a check drawn on Stan Telchin Ministries accounts was a legitimate expense, especially for the credit card transactions." November 29, 2002


ON NEVER SEEKING BOARD APPROVAL FOR LARGE EXPENDITURES...

"He spent $4,300 for his desk click here to see these transactions. Not illegal, but excessive. Not only was it custom built, but was half empty, and some sections contained personal records.  In addition, he wanted to spend $2,200 for matching 'shelves' which I would not approve. He never asked the board for approval on large expenditures; he just made them.  At this time, he also spent $2,175 for office tile click here to see these transactions and over $3,000 for the Mac computer click here to see these transactions. Most well-run organizations require a second signature or board approval for large expenditures.  In addition, he disguised the expense for the desk by lumping it into a category called 'office furnishings' in his report to the board." ON PROVIDING FALSE INFORMATION IN THE FEDERAL TAX RETURNS OF STAN TELCHIN MINISTRIES...

"Clark Tyler probably resigned in 1999.  I say 'probably' because he was elected vice-president at the October 24, 1998 annual board meeting, but was gone from the board at the next meeting on December 4, 1999.  I think the thing that triggered the resignation was the dispute over Stan's request for a housing allowance from Halpine Church, and that could have taken place in late 1998, as Stan moved here to Florida in 1999.  But he absolutely was not on the board in 2000 as the federal tax returns for Stan Telchin Ministries that Stan filed with the IRS indicate click here to see tax return.  For your information, the directors in 2000 were: Moishe Rosen, Don Hart, Jim Capo, Rev. Larry Edison and myself.  According to the bylaws, Stan is also a director, although he does not claim to be one. NO active officers or directors (other than Stan) were listed on the 2000 federal tax return. In addition, question 34 in Part IV of the tax return asks: 'Were any changes made to the organizing or governing documents but not reported to the IRS?' The question was answered by Stan as 'NO' even though the corporation was forfeited by the State of Maryland on October 6 click here to see the forfeiture.  I've taken a second look at the leaders section, there's something else wrong.  At NO time in 2000 was Elaine (Stan's wife) 'Secretary/Treasurer' as indicated.  I was appointed treasurer and she was made secretary at the annual board meeting on November 11, 2000. If I didn't know better, I'd think someone was trying to keep from disclosing my tenure (however brief) as the treasurer." November 21, 2002 and December 23, 2003


ON THE NEED FOR IRS INVOLVEMENT...

"I don't think this thing can be fully resolved (i.e. full restitution made) without the involvement of an IRS auditor, because of the multiple thousands of dollars charged to various credit cards for which Stan says he does not have the receipts. The board never approved these things (and never had the opportunity to), so it will have to be someone with 'clout' to disallow the charges that can't be proved to be Stan Telchin Ministries related.  I specifically asked the IRS agents on October 21, what the clip level for private inurement was, and they said 'one dollar.'  They went on to say, practically, no one would be revoked for a small accidental amount of inurement; it happens all the time. But when there is a 'pattern of behavior' (their words) that demonstrates private inurement, that is when they act." August 17, 2002 and December 6, 2002

Editor's Note:  Eventually, the IRS did get involved following the investigation by the Manatee CountySheriff's Office and the FBI.  It was the FBI who handed the matter over to the IRS in St. Petersburg.  Stan Telchin was called to an audit with the IRS and shortly thereafter Stan Telchin Ministries was shut down.  The remaining assets of Stan Telchin Ministries were transferred to Jews for Jesus with whom Stan now serves as a staff missionary.  Jews for Jesus has never responded to the allegations set against Stan by multiple parties and Jews for Jesus continues to ask people to financially support Stan. click here to see the latest available financial appeal for Stan Telchin by Jews for Jesus
