In a fraudulent attempt to get the court to grant his peition, Stan visits a psychologist and manipulates him into writing this document which Stan would then attach to a second petition. That petition was denied by the court as well. I don't know who Dr. Super is, as I have never met him, but he should have known better than to characterize and diagnose someone he has never met or spoken with.
